Submit CEI Hub Comment Letters
The Critical Energy Infrastructure (CEI) Hub is a six-mile stretch of industrial land in northwest Portland along the Willamette River. 90% of all liquid fuels used throughout the state of Oregon are stored at the Hub, including fossil, renewable, aviation, and other highly flammable and dangerous pollutants.
The City of Portland’s Bureau of Planning and Sustainability (BPS) is updating the Comprehensive Plan land use policies and zoning code to regulate fuel facilities in the CEI Hub. The hub is located in a quadruple hazard zone, a high-risk area that, should Portland and the Metro area suffer an earthquake, fire, or other large disaster, would create an oil spill larger and more destructive than the Deepwater Horizon.
BPS is currently accepting public comment on the Discussion Draft, and you have an opportunity to tangibly reduce the dangerous health and safety risks of the CEI Hub!
In a published discussion draft, the Bureau of Planning and Sustainability (BPS) proposed four alternatives to change and/or update policies for the Hub. Willamette Riverkeeper believes that the first three alternatives do not fully address the issues brought to light by community advocates and environmental groups. WRK is suggesting that BPS develop additional alternatives that would include the following items:
Set a fuel storage drawdown target for the CEI hub in line with the ODOE Energy Strategy Plan’s “lowest cost” pathway to the electrification goal of reducing liquid fuels by 70% by 2050.
Require yearly reporting to the city by facilities of Average and Median Daily Fill per tank and terminal facility.
Require that facilities provide self-sufficient fire water capacity, independent of the current municipal water systems and the river.
Require facilities to have automatic tank shut-off systems similar to those in the current PDX Remediation Plan.
Clearly define requirements for terminal site remediation as tanks and infrastructure are decommissioned and deconstructed.
