The Oregon Department of Agriculture (ODA) & Department of Environmental Quality (DEQ) are proposing to renew Confined Animal Feeding Operation (CAFO) National Pollutant Discharge Elimination System General Permit #01. This permit regulates disposal of manure, litter, and process wastes to prevent contamination of groundwater and surface waters from approximately 580 CAFOs. CAFOs include, but are not limited to, dairies and poultry and beef operations. DEQ is seeking comments on draft documents describing pollution limits and plans to improve water quality in the Molalla-Pudding Subbasin with goals of ensuring streams are healthy for fish and wildlife, and safe for fishing and swimming.
DEQ has identified nine pollutants as problems for several stream reaches in the Molalla-Pudding Subbasin water quality: temperature, bacteria, nitrate, DDT, chlordane, dieldrin, iron, manganese and arsenic.
Public comments on the draft Molalla-Pudding Subbasin TMDLs and water quality plans are due by 5 p.m., Friday, Oct. 31, 2008.

Wake Action Alert: Comments Needed by Tuesday September 9th!
Your public support is needed. Even if this isn’t in your area, please take a moment to share your concerns with the Oregon State Marine Board about the impacts of wake causing craft, and support this positive step towards protecting the Willamette. Feel free to use the attached Riverkeeper comments to craft your own support comments.
In brief the proposed Willamette River Boating Regulations would establish a congestion zone on the Willamette River from the Newberg Bridge to Canby, would prohibit 180 degree turns at speed, and would require boats to stay 200 feet behind skiers or other towed devices. The proposal also prohibits the use of wake enhancing devices, including ballast tanks, wedges or hydrofoils or other mechanical devices, or uneven loading of persons or gear to artificially operate bow high, within the defined congestion zone. Additionally, boaters would be required to operate at slow-no-wake speeds within 200 feet of all private docks or moorages.

The Oregon Public Health Division’s Environmental Health Assessment Program (EHAP) is currently conducting a public health assessment for recreational use of the Willamette River, within and around the Portland Harbor Superfund site.They’re looking at water, beach soil, and river bottom sediment in order to determine if there is a threat to the public’s health. A variety of exposure scenarios are being considered for boaters, paddlers, swimmers, divers, and beach users. We areexaminingchemical exposures only, within the industrialized superfund site, which is roughly from Swan Island to Sauvie Island.The release of this new report is planned for July 2008. EHAP would like to hear from the community regarding concerns related to recreation in this section of the river. Mercury Data Results in Willamette River Fish |
WRK collected fish in July and sent them to be tested for Mercury concentrations to a lab in North Carolina. Of the ten fish collected, 6 of the 10 exceeded the EPA Standard of .3ppm. The fish were caught just below, and just above Willamette Falls near Oregon City. For more information and data see press release. |
